Context
R-20 recorded a "SCAN ME" QR block labelled สแกนเพื่อดูข้อมูลเพิ่มเติม, raising the risk that a fuller specification existed that would supersede the poster and invalidate this grill.
Decoding was attempted locally and offline against the extracted page image: OpenCV QRCodeDetector, single and multi detection, across a sweep of crop regions, three upscale factors and raw / Otsu / adaptive-threshold preprocessing. Every attempt returned empty. Visual inspection shows malformed finder patterns — the bottom-left finder has a dotted interior — and irregular, blobby modules, consistent with a decorative QR generated as artwork rather than an encodable one. The poster's illustration style supports this reading.
Rejected options
- Fetch the target — moot once decoding failed; there was no destination to fetch.
- Leave R-20 open — rejected: an indefinitely open question about whether the source is the real source would undermine every decision built on it. Better to record the negative result and the method, so it is not re-investigated.

If someone scans the poster with a phone and it does resolve, that supersedes this ADR — write the new one, do not edit this. Re-run stage 0 against whatever it holds.
